About MMI
During 1994 Genocide against the Tutsi in Rwanda, the health system was completely disrupted. Access to quality health care was critical in raising the general welfare of the population and particularly for security organs whose mandate is to protect the national sovereignty and to ensure security for citizens and their properties. With the advent of peace, the Government has been working to rebuild the health system. It is against this background that MMI was established in 2005. It is one of Ministry of Defense “MOD” Agencies, currently located at Kimihurura at the Defense Compound in Gasabo District. MMI is a specialized organ with own management, organization and operation of health insurance scheme. It is governed by MMI law n° 036/2022 of 09/12/2022 which is promulgated and published in Official Gazette n° Special of 15/12/2022. MMI has a legal personality, an administrative and financial autonomy.
